Business process screening in public administration

Business processes are a central starting point for digitalization in public administration. With this in mind, byte – Bayerische Agentur für Digitales GmbH carried out a pilot process screening with the Bavarian state ministries in 2023 with the support of the Branch Business & Information Systems Engineering of the Fraunhofer FIT. In this context, the existing support processes were identified and prioritized. A target process was then developed for a selected process. 


Business processes form the basis for administrative services and the underlying business processes. They are therefore the central starting point for digitalization in public administration. In a suitable combination with other tools for process improvement, such as standardization, administrative processes can be simplified, accelerated and made more flexible. Against this background, the Branch Business & Information Systems Engineering of the Fraunhofer FIT was able to support byte –Bayerische Agentur für Digitales GmbH as a digitization partner for the Bavarian state administration and central consulting and support unit for its digital transformation in carrying out a business process screening.

In this context, the Branch Business & Information Systems Engineering was able to contribute its scientific findings on process management and process optimization in particular. In addition to its technical expertise, the Branch contributed methodological expertise in particular to enable a systematic, iterative, and learning-oriented approach across the board.  

The business process screening started with a pilot screening in 2023. To begin with, an overarching process map was created to identify the support processes of the state ministries, particularly with regard to their similarities and overlaps, to take into account preliminary work and current developments, and to prioritize them collaboratively. A selected process was then recorded, modeled, and analyzed in detail across all participating ministries. The results served as the basis for identifying opportunities in a participative and iterative manner and developing a joint, digital, and modern target process based on this. The focus was particularly on the people involved in the process.

The results of the pilot screening can serve as a starting point for the optimization and implementation of the developed target process and also as a basis for further process optimization in the Bavarian ministries.
